Detroit owes its origins to Antoine de la Mothe Cadillac, a French explorer who built a fort on the shores of the river. This photo was taken while on assignment for National Geographic to cover the water shut-offs in Detroit. Since March, over 19,000 residents have had their water service interrupted, a policy that has generated anger and protests throughout the struggling city as well as international criticism and a warning from a United Nations group that shut-offs could constitute a violation of the human right to water. Surrounded by the vast majority of North America’s surface freshwater, the fact that so many are struggling without water in their homes seemed in stark contrast to families enjoying a summer day at the beach. Over 40 percent of Detroit’s residents live in poverty, making payments for services as basic as water a strain on limited finances. Those on fixed incomes are forced to chose between medications, food, and now water. Many residents and businesses have fallen into a cycle of not paying for water over the years, a culture that has left Detroit’s water department with a mountain of debt.
