It's from the Changthangi goats, which originated in the high elevations of the Changthang plateau of Tibet, and the herds extend into India's Ladakh region. This wool is collected by combing the goat, not by shearing. The goats shed their coat during the spring and it regrows by the winter.
The Changthangi goats are also a good food source, not just for humans but also for snow leopards. The herders often think of the snow leopard as the ghosts that take away their precious animals. But thanks to innovative conservation programs and the recent growth of snow leopard tourism, locals' attitudes toward these big cats are changing.
