Built toward the end of the Edo period in a western fortress style to better protect in battles with guns and cannons, it originally housed government offices and was a center for trade and foreign affairs. It became a public park in 1913, its cherry trees changing color with the changing of the seasons, and the whole site covered in snow during winter.
