The language you see is called Akkadian and the writing system is called Cuneiform which was developed in Mesopotamia in the 4th millennium BCE. There are many scholars who can read Akkadian, but it is very difficult to learn. The text itself speaks to the greatness of Ashurnasirpal II, a king of the Assyrian Empire who commissioned the Northwest Palace at Nimrud or Kalhu where this relief comes from.
